Yes. Foreigners can open a company in Hong Kong just as easily as locals. Any foreigner who wants to open a company online can incorporate via the Hong Kong Government’s e-Registry. If they would prefer to receive paper certificates, foreigners are welcome to open a company by mail via paper submission.
